Second world war was a factor and the ministries resigned in protest against India being dragged into war without consultation with Indians. 

Other factors include- 
The weakening of Congress internally due to corrupting effects of power.Confusion in ministries on how to deal with popular protests by Left. If they used police, they were accused of being hand in gloves with British.If they didnt, the British could use that as an excuse to prove administrative incapability of Indians.
