◇However, both Congress and Muslim Leaguerejected these proposals. Congress rejectedit because Viceroy still retained his autocratic powers and they want to form a National Government as soon as possible not after the war. Muslim League rejected it because it didn't concede Pakistan.

The prosposals were rejected by the Congress because:
- (i) It contained provision which could divide India into hundreds of independent provinces.
- (ii) There was no time limit within which the Constitution making body was to be set up.
