Non-cooperation movement meant that : people will no more support or co-operate with British Government or stay under the rule of this government. Gandhi ji wanted an India which had freedom and is governed by a systematic and democratic government that's why Gandhi ji supported Khilafat movement.

Answer:

Congress started the non cooperation movement because it's prominent leaders thought that the British rule would break down if Indian refused to cooperate with Britishers and boycotted foreign goods.

Gandhiji realised the need of launching a more braud base movement. Khilafat movement was the movement which was started by the Muslim leaders like Shaukhat Ali, Muhammad Ali, etc. after the break down of Ottoman empire and tortures done to musl caliph who was the head of Muslims. Gandhiji supported khilafat movement as he thought he would bring Muslims and Hindus closer.

hope this helps you
