Why did the Daimio reward the farmer but punish his neighbour for the same act?

The daimio rewarded the farmer because he was honest. When he sprinkled a pinch of ash over the withered cherry tree, it sprouted and gave cool shade to the king. But when his neighbour did the same act, the cherry tree didn't blossom.
