Why did the damino reward the farmer but punish his neighbour for the same act?

The daimio rewarded the old man as he was kind and when he sprinkled the ashes on the trees it made them bloom
But the neighbour did everything out of envy which as he saw was making the old man's life luxurious. So when the daimio's procession passed beneath the tree he sat on he threw a handful of the ashes which didn't make the tree bloom but choked everyone including the daimio in the procession. So as a punishment he was beated to death.
