early man did not assert any rights over land and its resources because they did not have knowledge of what profit they would get by asserting rights on lands. They just did household works like gathering food, hunting animals, making pit houses etc.....

After the development of civilization people started settling in different regions and started practicing agriculture. It promote therm to acquire the land of the region and this brought the concept of ownership of resources in the newly evolved society.

As primitive people did not evolve to the ownership of land so they did not claim any right over the resource of the earth.
