Why did the Europeans discourage the shifting agriculture

They discouraged shifting cultivation as they thought it had a major effect on the environment due to the burning of the vegetation which released lot of harmful gases into the atmosphere. Also the soil in that area lost its fertility sue to continuous cutting of vegetation there. Also it was difficult for the Europeans to rule over people who were always moving from one place to another.
