Why did the first stars to form not have solar systems with Earth-like planets and satellites?

Earth-like planets (as opposed to gas giants) are made mostly of heavier elements like oxygen, aluminium, iron, silicon, etc. These heavier elements were not present in the earliest phase of the universe because the first matter that formed was almost all hydrogen and helium. 
The heavier elements are made inside stars by a process called nucleosynthesis. Therefore at least one generation of stars had to form, burn and release some of their material into space before new solar systems with rocky planets could form.
