The government find the mahalwari settlement system an improvement over the permanent settlement system because in the permanent settlement system it was decided that the rates of revenues once fixed would not be changed, and the revenue that had been fixed was so high that they found it difficult to pay. Later in 1822 when a new system called Mahalwari settlement system came into effect, according to this system the revenues were to be revised periodically, not permanently fixed. The collectors were asked to visit villages, inspect the land, measure the fields and record the customs and right of different groups. They just had to pay estimated revenue of each plot according to the measurement, which were not so high.
