Indian leaders not approve rowlatt act in 1919 because according to rowlant act if the British government found anyone forming or talking about any movement then they would be arrested and will be jailed for 2 years without any trial so to oppose it Indian leaders introduced non cooperation movement which means that they will not cooperate with the British and they started with surrendering of titles given by Britishers so they opposed the britishers

INC leaders didn't approved but opposed the Rowlatt act as it gave right to British to arrest anyone and can be jailed without trail..
