The narrator found Bill is very friendly. He is impressed with bill's affection. Bill offered his carriage just for two dollars an hour and the narrator  was happy to pay it. Bill guaranteed the narrator that he knew all places where Lutkins usually could be found. Thus the narrator feel that Bill had already made it his own task to find Oliver Lutkins for him.
