The narrator found the behaviour of the woman standing outside the Reigner's Strange because she was staring at the undertaker's shop window. She was staring at the twi urns which were meant to carry ones which were meant to carry the ashes of the dead body. Moreover she wasn't wearing black or any other sign of mourning.
