Why did the non cooperation movement slow down in cities?

This movement slowed because of the return resistance given by the British and various upcoming laws which threatened their lives for the nations well being.

ANSWER : The Non cooperation movement gradually slow down in cities because:
(i) khadi cloth was handwoven and the cost of it was generally more than mill clothes which were produced in mass. hence it was difficult for the poor to buy it.
(ii) the boycott of British institution was also a problem as alternative Indian institution could not be set up to make the movement successful.
(iii)in the absence of new Indian institution , the students started joining back the government courts
