They went to Vanvasam & Agnyatavasam as that was the wager in the second game of gambling. After the first game of gambling, Draupadi gets disrobed, fearing the wrath of Draupadi & Pandavas due thier vows of killing Duryodana etc. the elders of the sabha started realizing that they have gone to far. They restore Indraprasta to Pandavas.
Duryodhana, is vexed at the failed attempt and prompted by shakuni to invite the pandvas for one more game, with a simple wager. The loser has to spend 12 years in the forest and 1 year incognito (agnyata vasam). On condition, that if they were discovered during the Agnatavasam, they have the repeat the 13 year cycle. Shakuni thought it was impossible for warriors like the pandavas to be incognito for an year and hence they can be discovered, there by keeping them in the forests forever.
Duryodhana sends spies to all parts of India during the 13th year and knowing that pandavas are in Virata's kingdom, try to invade it.
