This happened so because in 2000 a foreign company purchased the water corporation on Bolivia. They raised water tax by 3 to 4 times. People's Avg. income here was around 5000 Rs. in such condition it became hectic for people to pay the taxes and therefore they protested. This popularly came to be  known as Water protest. At last government of Bolivia cancelled the deal with the company and the original prices were restored.
