Why did the people of India oppose the Rowlett Act?

On the report of a sedition committee, headed by justice Rowlatt, two bills were introduced in the central legislature in February 1919. these bills came to be known as black bills .they gave enormous powers to police to search a place and arrest any person they disapproved of without warrant. a well known description at that time was:
No Dalil ,No Vakil, No Appeal, i.e no please, no lawyer, no appeal.
Despite much opposition the Rowlatt acts was passed in March 1919. it was to curb the growing nationalism in Indians. this made indians angry and they began to fast, pray and hold public meetings against them
