The poet was reflecting within himself and trying to make a decision.
He was in a dilemma. He looked at the second road. Beyond certain point he could not see. So he was not sure whether he would be able to return from where that path leads to. So he was estimating the road. Perhaps he was also waiting for someone else to turn up there. It took some time to make a decision alone.
