why did the police remain unpopular with the people?

Because police officers sucks and everyone dislikes. There's a thing called police brutality.

The following points will be helpful to you while framing your answer:

India was conquered by many rulers even before the advent of British.

But every ruler tried to assimilate and settle down here unlike the British.

British always remained an outsider and their sole motto was to drain as much money form India as they can.

They never wished to stay here so never thought of any reforms until and unless that was needed.

British considered themselves as the superior race and demeaned Indian tradition and culture at every point.

Hence they were always hated by the general public.
