why did the quails wrangle

The leader of the quails had advised to work together to lift the net to save themselves.
But, one day one qual accidentally fell upon teh head of another qual and the quarrel began.
They started blaming one another.

In the short story 'The Fowler and the Quails,' one of the quails accidentally trod on another quail's head while descending on their feeding ground. The angry quail asked who had trod on its head. The first quail replied that it had no intention of doing so and it had all happened by mistake. She requested the other quail not to be angry about it. However, the quail remained as angry as she was before. This led to a bitter exchange of taunts and the quails started wrangling with each other.

The following lines from the story supply the answer :

'Not long after this, one of the quails in alighting on their feeding ground, trod by accident  upon another's head. "Who trod on my head?" angrily cried the latter. “I did, but I didn't mean to.  Do not be angry," said the first quail.  But notwithstanding this answer,  the other remained as angry as before.  Continuing to answer one another they began  to bandy taunts, saying, “I suppose it is you  single-handed who lifts up the net."'
