The moderates were aiming for partial independence and were not completely against the British rule. In their opinion, Britishers could rule over India as long as they fulfill people's needs and wants. They expressed themselves through speeches, documents, letters and other non-violent methods.

The Radicles, on the other hand, were aiming for complete independence and were totally against the colonial rule. They expressed themselves through actions such as rallies, campaigns, protests, etc. In their opinion, the Moderates were political beggars as they were asking or begging political rights from the Government instead of demanding for the same.
