The young seagulls parents threatened and cajoled him to fly because they wanted him to become self dependent. They knew that he would never be able to do anything if didn't learn to fly. He would become completely dependent upon others for basic necessities of life.

The parents love all their children equally. The seagulls brothers and sisters already learned flying whereas this young one couldn't due to its fear. Moreover, seagulls have to fly for their daily needs like shelter, food etc. If the seagull can't fly then it wouldn't be able to survive in the environment independently. His parents wanted the seagull to be brave and independent.
