Socialism always failed to form a government in European countries, for a number of reasons:

1) The structure of the idea of Socialism: The structure seemed sound on paper, as everyone shares the same amount of power, resources, and that everyone is on equal terms (which is supposed to be the "true" representation of Socialism.) Corruption exists, and the greed for power on the individual level (which is an irony, for the leaders are supposed to be the one that drop down and become equal to the normal citizen.) leads to socialism to really be a "lenient" form of Dictatorship. Take for example, many of the "socialist" countries, and how they turned out. In Cuba, for example, Fidel Castro was the "socialist" leader of Cuba, who drove out any US intervention of creating a democratic state. Under his leadership, Cuba's GDP plummeted due to the structural problems of Communism, as well as the corruption of the government. This is extremely true for many of the European countries that fell under the thumb of Communist oppression in Europe & Asia. East Germany, for example, had a extreme low GDP, as well as a "poorer" (but equal) state as compared too West Germany. In fact, the countries GDP dropped soon after the destruction of the wall and the reunification of the country.

2) How the Government control the people and the "environment": In Socialism, the government has the last say in everything, from the production of goods all the way down to the distribution of goods. For example, all goods are created for the "state", but not all of it is returned to the people. This led to large amounts of shortages of many things, for people are inherently self-centered, and would want to promote their own welfares, and not others. This leads to cases such as the Kulaks who burned their own crops not only to protest against the government, but also, in a way, to rig the system. In the end, just remember, that people would rather accept free-hand outs, then to work for nothing. This was a key problem of Socialism.  

Going back to the original question, socialism always fail, because it is was never built to last the ages. It did not promote growth in any way (let it be population, GDP, infrastructural, economical, etc. The reality was that it was just for the small group of elites to control the population, and led it to be extremely close to that of fascism.

In the end, socialism fails, for it does not give what the people want. What it says, and what it does, is 2 different things.
