Why did the Third Estate form the National Assembly?

When king Louis XVI called the meeting of the citizens in order to impose new taxes,the first and second state sent 300 members  each while 600 people came from the third state.The king wanted to continue the same practice of one vote from each state , but this time the members of the third state disagreed with this system and wanted individual voting.,but the king disagreed and the members of the third state went out of the court and gathered in tennis court yard and formed the National Assembly.They pledged not to disperse untill they formed a constitution for the country that would limit the powers of the monarch.
