• Drugs and crime are linked in many ways. Illegal drugs have greatly affected Filipino society and destroyed lives and families. It costs less than a quarter to be high on meth. Illegal drugs are a source of livelihood for many poor families.

• At least 65% of the accused/convicts have committed drug-related offenses. The new administration's mission is to prevent the production and distribution of illicit drugs to be safe. President Duterte wants a safe and secure Philippine society for Filipinos (PNP Investigation Directorate).

• Even before PRRD was elected as the President of the Philippines, the Dangerous Drugs Board and the Department of Education have strengthened drug awareness programs.

• The National Drug Education Program is the primary approach among non-users, especially among children. In support of RA 9165, the department has issued an order emphasizing the role of the educational system in the implementation of Article III relating to random drug testing of secondary or high school students.

• Article IV calls for the participation of family, students, teachers, and school authorities in the enforcement of the Act.
