john hallock didn't refused Jenkins for the following reasons :-
1) he had been asked to write a story , when his money was just going to end .
2)his magazine was the only one which was printing his stories

john hallock didnt refuse jenkins because they are the only who prints his stories in their magazine.Next reason is that to meet his daily expenses he was unable to refuse.
