Maddie didn't ask Peggy to stop teasing Wanda because Peggy was the most popular girl in the school.Though, she wants Peggy to stop teasing Wanda, she didn't ask her to do so as she was afraid of being the next target of such taunts and teasings.

Maddie scared that she will be the next to be teased.. so she didn't stopped Peggy from teasing Wanda. Also Peggy was the most popular girl in the school.. She don't want to leave the friendship of Peggy.
