why didn't Sagara respond to Rama's initial commands?

In Ramayana, when Lord Rama was about to kill Ravana, Indra sent his glorious and prestigious rath (chariot) to aid Lord Rama.

Lord Rama had to rescue his wife who was held captive by demon king Ravan.

Despite knowing the fact the she must be in terrible pain and agony he kept his “Maryada” - path of righteousness of being polite enough to request the ocean lord to use his territory to let him and his army pass to reach Lanka.

He then even worshiped the lord ocean to please him in order to get his request accepted. Rama (an incarnation of Lord Vishnu was mighty enough to rescue his wife but he had to go by “Maryada” as he was a living mortal.) went by what was ideal.
