Swami did not submit the complaint letter to the headmaster in the morning out of fear for the consequences. He apprehended that if he delivers the letter to head sir, Samuel would be surely dismissed by the headmaster and he would be chained by police and would be finally put in jail.

Ans1- Swami knew very well that he had given wrong of Mr. Samuel to his father. So he didn't handedover the letter to the headmaster in the morning. He wanted that Samuel should do such an act that might make him justified for the punishment.

Ans2- No, Swami couldn't deliever the complaint letter to the Headmaster after the school because the Headmaster had taken the afternoon off and wouldn't come back for a week. And Swami did not have guts to hand over the complaint letter regarding Mr.Samuel to the assistant Headmaster which is Mr.Samuel only.
