why dilute hydroxide is used with potassium permanganate during oxidation

The titration is between oxalic acid and potassium permanganate, with H2SO4HX2SOX4 added to oxalic acid. My question is what role other than a dehydrating agent and maybe catalysing does the H2SO4HX2SOX4 play in this titration.
