Why dilute sulphuric acid is poured on a copper plate?

the dilute h2SO4 neutralises the Basic layer formed on copper due to corrosion and make it shiny again.

Bea. Cooper does not react with Sulphuric acid therefore no reaction takes place but when dilute sulphuric acid is poured over copper plate effervescence is observed.
