In tap water, rain water and sea water there are some impurities like salt, calcium and magnesium ions. Because these are charged when they move through water electricity flows through liquid. In distilled water there are no impurities, no ions, there are only neutral water molecules are neutral do not have charge, so distilled water does not conduct electricity.
