Rain water has ions present in it which add to the conductivity of it . Distilled water is free of ions . Hence is a poor conductor

Distilled water is a poor conductor of electricity as it is the purest form of water and it doesn't contain any ions. Ions are required for the conduction of electricity hence the absence of ions makes it a bad conductor of electricity
Rain water contains ions in it that comes from the acidic smokes(or you can say acid rain). As rain water contains ions in it therefore it's a good conductor of electricity.
Presence of ions makes a substance good or bad conductor of electricity
