Because of absence of free ion that's why distilled water is an insulator. It can be made conduct by adding salt or acid.

pure water or distilled water does not have any mobile electrons to constitute electric current ,so it is an insulator.But if some table salt is dissolved in water, the conductivity of water changes. Tap water has chemically dissolved in it,so it conducts electricity
