He has the decision making power. Whereas, District magistrate (DM) or collecter is the non political head appointed by Govt of India(GOI). He has the execution power. ... The chairperson of zilla Parishad (CZP) is elected but the DM/collector is elected through exams and hence have more power than CZP.
