Why do aautic animals breathe more times when compared to terrestrial animals

The terrestrial animals breathe air directly from the atmosphere. There is plenty of oxygen available.
But underwater,the oxygen is mixed with water in a lower quantity.
So the aquatic animals breathe faster to take in more oxygen at a time.
