Why do acid and base show their nature only in presence of water?

it is bcoz the acids need water to get hydraulised and then they secrete H+ ions and same but basew secrete OH- ions.

in acid and base H+ and OH- ions respectively are responsible for showing acidic and basic property....and we know ions are produced in aqueous or water soluble only...so water is reqd
