Acids do not show acidic behaviour in absence of water because water is the compound that is source of hydration enthalpy that can be used to disassociate the H+ ion(which decides the strength of acid) and other constituent ion of the acid to give rise to the acidic character
i.e not dissociation of acid then there will be no acidic behaviour....
