Why do action and reaction being equal and opposite do not cancel out? Do action and reactions occur independently?

Because action and reaction Patio
pair acts on two different bodies in two different directions..
and we know that Forces get cancelled in opposite directions of they are acting on the same body.. but in this case the opposite forces are acting on two different bodies in contact..
