Most clouds don’t rain, so a better question is why some clouds do rain. Clouds are made of vast numbers of tiny cloud droplets that are so small, they’re effectively suspended in the air and never fall to the surface. In order for some clouds to rain, the conditions must be right for those cloud droplets to either merge with many other droplets (it takes about a million cloud droplets to make up one raindrop), or they must somehow grow to a size large enough to fall. Clearly, in clouds that don’t produce rain, those processes of cloud droplets growing into raindrops are not operating.

For example, if there aren't enough droplets of water in a cloud to collide and form large drops, the tiny droplets will stay suspended in the air and it won't rain.
