Why do bathroom light switch- es often have a cord hanging from them?

They are safer than having to use a normal switch if you have wet hands feet.

It's possible, not very likely but possible, that moisture from a wet hand, or condensation from hot water, could creep into a switch and provide a conductive path from a live connection to you.
