Water distribution in urban areas is provided on per capita consumption basis which  is higher than the required quantity of a man but there are certain issues that increases the requirement.

Urban areas are industrial zones and water  requirements grow with the population of man and industries. Industry  need more  water.

Usage of water depends person to person for usage of water.

Cattle and domestic animals bathe in public water ponds or washing of vehicles ,maintaining lawns,golf courses and shower culture where which need a big volumes of water.

For vehicle washing also needs a good amount of water.

So, summing up all the above one can conclude why do big cities need more water.
