The following is the reason why boiled seeds will not germinate: 

All living things are made up of cells. Cells are the basic unit of life.

The process of growth(sprouting/germinating)

Growth occurs in living things when the cells in them increase in number and size. The cells of living things (including plants) undergo cell division producing more cells which in turn divide further and add to the number of cells in that given organism.
This increase in the number of cells is what manifest as growth.

After growth in living organisms, that is increase in the number of cells, the cells start to differentiate and take up different roles. The cells group up form tissues, organs, and organ systems. This in living organisms is what is referred to as development. Development leads to the formation of different parts of living organisms we see like leaves, roots in plants and limbs, face and head in animals.

Most cells of living organisms are made up of protein and can only survive in certain temperatures. In raised temperatures, the protein content of the cells have their structures and bonds disrupted. 

The denaturing of the proteins results in the death of the cells. Once the cells die, they cannot divide and replicate. Hence growth occurs.

This death of cells by high temperatures of the boiling water makes the seed not grow and consequently not to sprout.
