Sprouting of a seed is also called germination. So it requires various enzymes and protein for the germination which gets prevented by boiling. Boiling results the deactivation of enzymes

When a seed is boiled, we basically kill the seed the seed doesn't remain living anymore... The extreme temperatures tents to make the plant cells turgid and hence burst out to an extent... And yes, logically a dead seed can't be sprouted if sown. Hence they don't sprout...
