Because boiling the seeds destroys the enzymes which are required for germination. Thats why they do not germinate. Boilingdenatures or damages certain enzymes or proteins which are required for germination. Hence boiled seeds fail to sprout.

Boiling seeds fail to sprout because byboiling the nutrition which we have to consume will destroy, and the main reason isthat the cell which is required for sprouting will get destroyed.By boiling the seeds, theenzymes which is required for germination isdestroyed and hence the the seed fails to sprout/germinate.
