why do boiling point of water increase on increase in pressure and decrease on decrease in pressure

Boiling point is achieved when vapour pressure equals the atmospheric pressure. Vapour pressure is the pressure of water vapour at equilibrium. Equilibrium is achieved faster by heating the water. As pressure is low, vapour pressure equals the atmospheric pressure quickly, and hence requires a lower temperature.
