why do bubbles form at the anode when current is passed through NaCl​

If NaCl is the only thing present—you are electrolyzing molten salt—the bubbles are chlorine gas, Cl₂. If you are electrolyzing NaCl in water solution, you get a mixture of Cl₂ and O₂ at the anode because some of the water will break down too.
