Because when the clothes are spread out there is an increase in the surface area. So more part of the cloth is exposed to the sun so the clothes are spreadout in order to dry up quickly. Hope it helps:)

rate of evaporation is directly proportional to surface area and temperature.
if the surface area and the temperature is more then the rate of evaporation will be high
therefore clothes dry up quickly when spread(more surface area) in summer(high temperature) season as the water in the clothes gets evaporated
