In a rainy day the amount of moisture or water vapour present in atmosphere is high.The clothes dry due to the process of evaporation.If the amount of moisture is high then the rate of evaporation will decrease.So in a rainy day clothes take more time to dry.In sunny days clothes will dry more fastly.
