This is because all the people has different aspirations and goals in their life.They can say that they are developed if their goals are completed.
For eg.-An unemployed worker has goal to get a well secured job,if he get it,it can be said that he is developed,thus for him the notion of development is a job.
But it is different for a girl living in a rural area,I think she wants proper education,respect in the family and rights equal to her brother.
Thus it is proved by the two examples that the notions & meaning of development varies from person to person.Each individual has his own point of view for it.
