why do divers and mountainers carry oxygen cylinder with them

As we go higher and higher the pressure and the oxygen decrease so due to less oxygen content the mountaineers carry oxygen cylinder with them and when we go deep into the earth and sea the oxygen level decrease so the divers carry oxygen cylinder with them if they do not get oxygen there is chance of even die.
